HPD Monthly Update: February and March 2023

Personnel Highlights:

  • During the month of February, all department members reviewed Policy 4.11 “Preliminary Breath Test Device.”
  • During the month of February, all department members reviewed Policy 4.12 “Safety Belt Use.”
  • On January 31, February 1, & 2, 2023, Officer Coakley attended a three-day “Instructor Development” course at the Randolph Police Academy.
  • On February 2, 8, 22, & 23, 2023, all members of the Holliston Police Department attended their mandatory in-service training courses. The first being a half-day “Hate Crimes” training course and the second being a half-day “Duty to Intervene” training course in Hopkinton, MA.
  • On February 4, 2023, Sergeant Waugh attended a half-day training course entitled “Opioid Overdose” via Zoom.
  • On February 4, 2023, a promotional exam for the rank of Sergeant was held in the John Johnson training room. The examination was created, administered, and scored by Law Enforcement Dimensions, LLC.
  • On February 6 – 10, 2023, Officer Parent attended a five-day training course entitled “Standard Field Sobriety Testing Instructor” in Milford, MA.
  • On February 8, 2023, Lieutenant Barrett, Detective DiGiorgio, and Detective Avey attended a one-day “Basic Search Warrant Preparation” training course sponsored by Middlesex District Attorney Marian Ryan’s Office.
  • On February 12, 2023, Dispatcher Lodola attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 13, 2023, Sergeant MacGray attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 15, 2023, Traffic Safety Officer Grace participated in the “Traffic Advisory Committee (TAC)” meeting in the John Johnson training room.
  • On February 15, 2023, Chief Stone, Lieutenant Thompson, and Lieutenant Barrett attended an emergency Select Board meeting to discuss the closing of Woodland Street due to a failed bridge at the Factory Pond Dam.
  • On February 16, 2023, Chief Stone held a staff meeting with Lieutenant Thompson, Lieutenant Barrett, Sergeant Waugh, Sergeant Belson, Sergeant Remkus, Sergeant Hagan, and Sergeant MacGray in the John Johnson training room.
  • On February 18, 2023, Lieutenant Barrett and Detective Avey responded to the Town of Ashland for mutual aid assistance to investigate a breaking and entering that occurred in their Town.
  • On February 21, 2023, Sergeant MacGray attended a half-day training course entitled “Opioid Overdose” via Zoom.
  • On February 14, 2023, Sergeant Hagan attended a half-day training course entitled “Alzheimer’s & Dementia” via Zoom.
  • On February 14, 2023, Sergeant Waugh attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 15, 2023, Dispatcher Brown attended a half-day “Excited Delirium” training course via Zoom.
  • On February 16, 2023, Sergeant MacGray attended a half-day training course entitled “Alzheimer’s & Dementia” via Zoom.
  • On February 20, 2023, Sergeant Belson attended a half-day training course entitled “Alzheimer’s & Dementia” via Zoom.
  • On February 21, 2023, Sergeant Belson attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 21, 2023, Sergeant Hagan attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 22, 2023, Sergeant Remkus attended a half-day training course entitled “Excited Delirium” via Zoom.
  • On February 25, 2023, Officers Ciavarra and Parent attended two half-day training courses via Zoom. The first course was entitled “Excited Delirium” and the second course was entitled “Alzheimer’s & Dementia.”
  • On February 27, 2023, Chief Stone attended the “Massachusetts Association of Chiefs of Police – School Safety and Security” subcommittee meeting.
  • During the month of February, Sergeant/K-9 Hagan and K-9 Mattis completed their mandatory 16-hours of in-service training with the Boston Police K-9 Unit.

  • During the month of March, all department members reviewed Policy 4.13 “Biased Based Profiling.”
  • During the month of March, all department members reviewed Policy 4.14 “Line of Duty Deaths and Serious Injuries.”
  • During the month of March, all department members reviewed Policy 4.15 “Records Requests.”
  • During the month of March, all department members reviewed Policy 2.0 “Active Shooter.”
  • During the month of March, all department members reviewed Policy 3.10 “Facial Recognition Technology.”

  • During the month of March, all full-time sworn officers attended two mandatory in-service training courses entitled “Frontline Digital Evidence” and “Officer Response to Interpersonal Violence” in Millis, MA.
  • On March 1, 2023, Sergeant Waugh attended a half-day training course entitled “Alzheimer’s & Dementia” via Zoom.
  • On March 1, 2023, Lieutenant Barrett attended the monthly “Safe Routes to School” taskforce meeting via Zoom.
  • On March 1, 2023, Dispatcher Lodola attended a half-day training course entitled “Alzheimer’s & Dementia” and a half-day training course entitled “Opioid Overdose” via Zoom.
  • On March 6 – 7, 2023, Detective DiGiorgio attended a two-day training course entitled “Pre-Employment Background Investigations” at Roger Williams University.
  • On March 6, 2023, Chief Stone, Lieutenant Thompson, and Lieutenant Barrett presented the Police Department’s Fiscal Year 2024 (FY24) budget request to the Select Board.
  • On March 6, 2023, Chief Stone and Lieutenant Barrett met with Dr. Susan Kustka, Superintendent of Schools, to discuss the operational needs of our School Resource Officer program.
  • On March 7, 2023, Chief Stone and School Resource Officers Woods and Ciavarra, attended a Workplace Safety Seminar entitled “Keeping Crossing Guards Safe” via Zoom. This seminar was sponsored by the Department of Labor Standards (DLS).
  • On March 7, 2023, Chief Stone, Lieutenant Thompson, and Lieutenant Barrett attended a “Smart Board” training seminar in the John Johnson training room.
  • On March 7, 2023, Chief Stone, Lieutenant Thompson, and Lieutenant Barrett presented the Police Department’s Fiscal Year 2024 (FY24) budget request to the Finance Committee.
  • On March 8, 2023, Lieutenant Barrett presented the capabilities of the Metropolitan Law Enforcement Council (Metro-LEC) – Investigative Services Unit (ISU) at the Randolph Police Academy.
  • On March 13 – 17, 2023, Sergeant Belson attended a 4.5-day training course entitled “FBI – Law Enforcement Executive Development Association (LEEDA) Supervisor Leadership Institute” in Southbridge, MA.
  • On March 14, 2023, Sergeants Remkus and MacGray attended a one-day training course entitled “Firearms Dealership Inspections” in Southbridge, MA.
  • On March 14, 2023, the leadership team at the Holbrook Regional Emergency Communications Center (RECC) came to the police station to meet with our police and fire dispatchers who may have interest in pursuing future job opportunities with the RECC in January 2024.
  • On March 15, 2023, Lieutenant Thompson attended a department head meeting in place of Chief Stone at the Holliston Town Hall.
  • On March 15, 2023, Lieutenant Barrett and Traffic Safety Officer Grace participated in the “Traffic Advisory Committee” meeting at the police station.
  • On March 20, 2023, Chief Stone and Lieutenant Thompson met Holliston High School Principal Nicole Bottomley and Fire Chief Cassidy to discuss the safety planning around the 2023 Senior Car Parade.
  • On March 20, 2023, Sergeant Waugh attended a one-day “Public Information Officer (PIO)” training course at the Grafton Police Department.
  • On March 20, 2023, Per-Diem Dispatcher Richards attended a one-day training course entitled “Breeding Success” via Zoom.
  • On March 21, 2023, Per-Diem Dispatcher Richards attended a one-day training course entitled “Critical Incident Stress” via Zoom.
  • On March 21, 2023, in response to the double-fatal motor vehicle crash that occurred on Highland Street, several members of the police department participated in a Critical Incident Stress Management (CISM) exercise at the Holliston Police station. The Metropolitan Law Enforcement Council (Metro-LEC) Peer Support Unit were requested and subsequently ran the event.
  • On March 22, 23, 24, 27, and 28, 2023, Detective DiGiorgio attended a 5-day training course entitled “Sexual Assault Investigations” in Randolph, MA.
  • On March 22, 2023, Dispatchers Lodola and Masiello attended a one-day training course entitled “Identifying the Imposter – Understanding Identity Theft and License Fraud” in Franklin, MA.
  • On March 23, 2022, School Resource Officer Ciavarra attended a one-day training course entitled “The Role of Cyberspace in Terrorism and School Safety” via Zoom.
  • On March 23, 2023, a representative from Atlantic Tactical came to the police station to fit several officers for their new bulletproof vests.
  • On March 27, 2023, Chief Stone, Lieutenant Thompson, Lieutenant Barrett, and Sergeant Hagan walked through the police station with Facilities Manager James Keast to discuss future operational changes inside the police station.
  • On March 27, 2023, Chief Stone participated in the monthly Massachusetts Chiefs of Police Association “School Safety and Security” subcommittee meeting.
  • On March 28, 2023, Lieutenant Thompson participated in a webinar entitled “The Tactical Nutrition Advantage: How First Responders Can Control Weight and Increase Resiliency.”
  • On March 28, 2023, Chief Stone attended the monthly Metropolitan Law Enforcement Council (Metro[1]LEC) Executive Board meeting in Westwood, MA.
  • On March 29, 2023, Chief Stone attended the annual Gillette Stadium Operations meeting at the Foxborough Police station.
  • During the month of March, Sergeant/K-9 Hagan and K-9 Mattis completed their mandatory 16-hours of in-service training with the Boston Police K-9 Unit.

NOTE: All half-day training courses via Zoom listed above are paid for by the E-911 Emergency Medical Dispatch (EMD) grant and occur at no cost to the Town of Holliston. Each department member who is responsible for answering E-911 calls in our dispatcher center is required to maintain sixteen (16) hours of in-service training each year.

Community Relations:

  • On February 1, 2023, Lieutenant Thompson, Lieutenant Barrett, SRO Woods, and SRO Ciavarra participated in the Safe Routes to School (SRTS) sponsored “Walk, Roll, and Bike to School” event.
  • On February 5, 2023, Chief Stone, Lieutenant Thompson, Lieutenant Barrett, Officer Coakley, Officer Ciavarra, Officer Parent, and Officer Mustard participated in the 7th Annual “B-Fit Challenge” at TD Garden in Boston. The 7th annual B-Fit Challenge powered by National Grid is a one-of-a-kind event that invites both first responders, military members, and anyone in the community to walk, run, or step to benefit First Responder Charities.
  • On February 7, 2023, several members of the Holliston Police Department participated in an “Intruder Response” training presentation for faculty and staff at the Miller Elementary School.
  • On February 7, 2023, Lieutenant Barrett, Officer Heney, and Officer Grace attended the monthly “Coffee with a Cop” event at the Holliston Senior Center.
  • On February 16, 2023, several members of the Holliston Police Department participated in an “Intruder Response” training exercise at the Robert Adams Middle School (RAMS).

  • On March 1, 2023, Detective DiGiorgio attended the “Recovery Court” session at Framingham District Court.
  • On March 6, 2023, School Resource Officers Woods and Ciavarra assisted the Holliston High School Administrative team with their “Intruder Response” drill for faculty and staff. Several members of the Holliston Police Department were present for this training which was held in the Holliston High School library.
  • On March 7, 2023, we held our monthly “Coffee with a Cop” event at the Holliston Senior Center.
  • On March 8, 2023, School Resource Officer Ciavarra attended the Holliston High School “Senior Showcase Event.”
  • On March 10, 2023, School Resource Officer Ciavarra attended the Holliston High School “Semi-Formal Dance.”
  • On March 10, 2023, Sergeant Waugh instructed the Holliston Public School nursing team on the use and administration of Naloxone at Holliston High School.
  • On March 10, 2023, several officers participated in an “Intruder Response” drill at Robert Adams Middle School.
  • On March 22, 2023, several officers participate in an “Intruder Response” drill at Placentino Elementary School.
  • On March 22, 2023, we celebrated “National Crossing Guard Appreciation Day” by presenting our two crossing guards, Martha Ellis and Barbara Baker, each with a gift card and special memento to show our gratitude for all they do.
  • On March 22 – 23, 2023, Chief Stone, Lieutenant Thompson, Lieutenant Barrett, School Resource Officer Woods, Officer Loftus, and School Resource Officer Ciavarra participated in Miller School’s “Community Reader Week.” Each officer read a story to a 3rd, 4th, or 5th grade classroom throughout the week.
  • On March 27, 2023, several officers participated in an “Intruder Response” drill at Holliston High School.
