Holliston Awarded ‘Complete Streets’ Funding Program

MassDOT Approves Nearly $400k in Funding For ‘Complete Streets’ Projects

HOLLISTON, Mass. July 15, 2022 – The Town of Holliston is pleased to announce that its application for MassDOT Complete Streets Funding Program was approved for $399,693 today. This funding is earmarked for infrastructure improvements in the downtown area, primarily Central Street, and supports Article 12 from the October 2021 Fall Town Meeting, in which Holliston residents committed $230,000 to leverage the Complete Streets grant program and accomplish the top priority projects the Complete Streets Priority Plan, approved in 2021.

“We received many applications and had a very competitive application pool from which to select,” said Johnathan Gulliver, Highway Administrator of Massachusetts Department of Transportation, Highway Division. This funding can be applied to a particular project or incrementally through a series of smaller improvements or maintenance activities.

The Select Board unanimously supported a Complete Streets Policy in January 27, 2020, which implements a program to provide safety and accessibility for all users of all Holliston’s roadways, sidewalks, trails and transit systems, and especially vulnerable users.

“We are thrilled to accept this funding, which recognizes Holliston’s commitment to safer streets and travel for all users of all ages and abilities,” said Tina Hein of the Select Board who spearheaded this initiative. “This grant funding is critical to our financial forecasting of projects, and we are also proud to apply it to best practices of Complete Streets.”

The MassDOT Complete Streets Funding Program provides technical assistance and construction funding to eligible municipalities. Awarded municipalities must demonstrate commitment to Complete Streets to be eligible. The Town of Holliston was awarded Tier 3 funding for construction. It is anticipated that the Notice to Proceed (NTP) will be issued by October 1, 2022, and the deadline for construction will be December 31, 2023.
