How Holliston is Using Opioid Settlement Funds to Aid Community Recovery

The Opioid Crisis has profoundly affected communities nationwide, including Holliston, where local organizations are mobilizing funds from a historic settlement to support those impacted. Originally sparked by overprescribing opioid medications, the crisis has now entered its fourth wave, with opioids responsible for about 75% of the 100,000 overdose deaths in the U.S. each year. In July 2021, attorneys general from 14 states reached a $26 billion settlement with major opioid distributors and manufacturers, including AmerisourceBergen, Cardinal Health, McKesson, and Johnson & Johnson. As part of this agreement, these companies committed to safer practices around opioid distribution, while the funds were allocated to aid communities impacted by the crisis through treatment and prevention programs. In Middlesex County in 2023, we had 301 opioid-related deaths, accounting for 12% of the state’s 2,125 total opioid-related deaths. Overall, our county has the most deaths from the last 8 years. In Holliston, we had 10 confirmed opioid-related deaths from 2016-2023; fortunately, in both 2022 and 2023, we recorded 0 deaths. 

From the Opioid Settlement, the Town of Holliston has received about $150,000, and will continue to receive about $40,000 for the next 18 years. At the Town Meeting in May 2024, The Holliston Drug & Alcohol Awareness Coalition (HDAAC) requested and received $50,000 of that money. The Coalition, with guidance from state partners, has decided to put a majority of their portion into the Holliston Community Action Fund (CAF) to support individuals who have been impacted by the opioid crisis, substance misuse, or addiction. 

The Holliston Community Action Fund (CAF) is an initiative that provides grants to Holliston families in financial hardship through the “Emergency Assistance Grant” program. Grants are applied for under strict confidentiality through Holliston Youth and Family Services (HYFS). In 2023-2024, the fund provided over $14,000 to Holliston residents. The grants are designed to provide timely and temporary financial relief for a particular incurred cost in an effort to help the family get back on their feet. The Opioid Settlement funds through the CAF can be used by anyone who has been impacted (whether it be directly, or a family/friend) by the opioid crisis or is struggling with opioid misuse, a substance use disorder, or addiction.
