Last night in an early but brief meeting, the Governance Committee reached consensus among its members to present no articles for consideration to the Select Board for the Warrant of the December 5 Special Town Meeting.
Chair Sam Tyler called the meeting to order at 5:49 PM. The Committee briefly reviewed the work accomplished toward developing a Fiscal Budget Process for the Town of Holliston, that being:
- To draft and revise Article I of Holliston’s By-Laws concerning specifically dates governing the Spring and Special (Fall) Town Meetings;
- To develop a clear and concise written Fiscal Budget Process; and
- To create and share a talent bank Article.
For the following reasons, the Committee decided not to make a recommendation to the Select Board for inclusion of an Article in the Warrant for Special Town Meeting on December 5:
- The possible reduction of quorum numbers due to COVID may further diminish the number attending the Special Town Meeting, and the Committee feels that since information contained within the Article is both logical and important, it should have a wider audience;
- Although the work is extremely close to completion, some statements are being double checked, and/or revised, and no final decision has been made on them;
- Recommendations have not yet been vetting by town officials. Following this step, GC members plan to create an educational campaign for residents. Members do not feel November is prime time for disseminating this important information.
Once consensus was reached to present Articles for approval on the Warrant of the Spring Town Meeting, Tyler reviewed other areas of concern that would consume their future meetings. The Committee adjourned at 6:17 PM, with plans to meet next Thursday, November 5, at 7 PM.
